The best single person with a deck was xixo with 73 percent with his rank one patron warrior run. legend menaces have had some combo decks get very high. overall across the masses it was probably secret paladin. my buddy who may be the worst player in the history of the game took it to rank 1 and almost cracked legend with it. Hearthstone database, deck builder, news, and more! if you've played him enough, you'd know how horrible he really is. all i ever really get with him is the [card]poultryizer[ card], emboldener 3000, both of which more often than not end up hurting you just as much as your opponent (or hurt you even more), or the [card]homing chicken[ card] which gets destroyed long before you reap the benefits. He actually has two fights dedicated to him, but the first is especially good for reasons i won’t spoil. let’s just say it led to us making hands down the most terrible deck we’ve ever.

Everything the deck had was useless and very underpowered making a terrible deck with no real utility. in terms of worst balance it would have to be at launch demon hunter. the class was the only one with a positive wingate in most if not all of the modes in launch.
