Hit rates in fe6 are worse for 4 reasons: your units tend to be slightly worse and have slightly lower skl and luk stats. enemies tend to be slightly better and actually have luk stats (unlike in fe7 where enemy luk = 0). weapon triangle only gives 10 hit instead of 15 hit. many weapons in fe6 are less accurate, although some, such as killers. About the original question of the thread: i'd say that the enemies in fe6 are balanced pretty well, especially on hard mode. they're threatening, so you have to think ahead and cannot just charge ahead, but the game usually doesn't force you into luck based situations. Luck isn't a majorly important stat it gives a small amount of hit, avoid, and critical evade, and makes the devil axe backfire less. generic fe6 enemies usually have luck in the single digits, and bosses rarely get higher than 15 or so luck. removing it from generics entirely looks drastic, because 0 is a number with a lot of shock value.
